Bug Description

STEPS:
1. Flash image to device using ubuntu-device-flash touch --bootstrap --channel ubuntu-
2. Try and enable bluetooth
EXPECTED:
Bluetooth settings to be displayed and be enabled and start scanning for devices
ACTUAL:
Bluethooth seems to turn on but after a short while turns back off.
