Decoding fails on some messages from older Freespace devices

With some older Freespace devices, some of the decode functions such as freespace_decodeProductIDResponse() will return FREESPACE_ERROR_BUFFER_TOO_SMALL when a response is received. With older devices, the default message size can be 25 or 27 bytes, but libfreespace currently expects them all to be at least 27 bytes. So all 25 byte messages will fail to decode.
