libertine-container-manager should use libertined for most tasks

With the standardization of libertined, it's time to hook up l-c-m to libertined for create/destroy/install/remove/etc in l-c-m. There are some subcommands of l-c-m that can still be local. With this task, we can also implement an "async" style task running where commands can be interrupted and later reattached to.
