Bug Description

On frieza, add a valid .desktop file to `$HOME/.local/share/libertine-container/user-data/container-id/.local/share/applications/`. Refresh the scope.

Result: Local application does not appear
Expected: Local application should be visible

This works fine on desktop Unity 8. Appears to be a confinement issue on devices.
