Bug Description

This probably goes in the wishlist bucket, but it would be nice if there was a way to preset a blacklist to filter out apps & icons that we don't care to be shown.

For example, when using libertine-scope with Puritine, the OpenJDK Java 7 Policy Tool and Panel Manager are displayed, but we would probably want those to be hidden.

Agreed that OpenJDK Policy Tool and Panel Manager are weird things to show. They don't have the "no-display" field set, which I guess means that they should be available to the user? A few ways in which we could block them:

* If you poke into the*.desktop for OpenJDK Policy Tool and Panel Manager, they both have some kind of "Settings" category that they are a part of. We could filter out the Settings categories, but I worry that would leave us in a bad place if there's some other useful app that ends up in this category.
* A literal blacklist where we just filter out apps by name. This seems evil because the constant updating of some list of apps and the unavailability of those apps if access is desired.

I'm thinking the libertine scope needs a scope configuration added to handle this, and a blacklist of categories and a blacklist of specific apps to filter out.
