decoded value of a missing non integer descriptor is incorrect

Bug Description

The decoded value (as shown in printout) of a descriptor which has the Scaling > 0 (non integer) does not show as missing
when the value is missing but a very high value, which seems to be over the range of maximum representable value
by the number of bits of the descriptor.

missing values of floating point are now assigned as MAX_FLOAT or MAX_DOUBLE
