error encoding of compressed datasetsubsets where only 1 has a value

Bug Description
In a dataset that contains several subsets, the encoding is incorrect when only 1 of the subsets has a value for a descriptor, and all the other subsets has a missing value for this same descriptor. The resulting BUFR message is encode as all subsets has that same value even those that should be set as missing instead
