Bug Description
When the input text datafile used for encoding is not well defined, truncated or not fully defined with all lines of data as required by the template file used. The output BUFR message will contains errors, with missing or shifted bits.
Specially when delayed replication(s) are present.

When the datafile is defined correctly and contains all data needed. The output BUFR has no error.
