Bug Description
For BUFR edition 4. The decoded text dump output of the bufr_decoder program does not contains the value of origine sub centre.
Also, the bufr_encoder does not read the value of origine sub centre in anyway. Thus, the value is lost if a BUFR message
is decoded and re-encoded. And the original and newly created BUFR file differs.

When BUFR edition is 4 or above, the string "ORIG_SUB_ CENTRE= value" will be written to the dump file
by the bufr_decoder program. Otherwise, if will be omitted.
The bufr_encoder program will read its value even if is not edition 4, but it will be used only if is for encoding BUFR edition 4 or above.
