make process fail on version 79

Bug Description

[root@ip-10-55-83-238 libeatmydata-79]# make
make: *** No targets specified and no makefile found. Stop.

Also there is no configure file as the previous version. The config directory hasn't some of the previous tools also.

Maybe we need to update the doc?

you need to run ./configure to create the makefile before running make.
Furthermore that release was done without running autoreconf beofore creating the package, so for that one you need to create the `configure` file by running `autoreconf -f -i` (and you clearly need autotools to be installed for that).

Last version 105 autoreconf was run before release (as autotools is supposed to be used (sadly…)), so there you only need ./configure before running make, as usually done with most programs out there.
