global menus and indicators broken for orca

Bug Description

right now if you use orca the menus only speak the shortcuts, not the actual label of the menu item. This means the thing is completely broken if you can't tell what the menu items do. Indicators are similarly broken.

I installed now all updates my Precise system.
Indicators menu items again working, but if have a mnemonic letter of a menu item, Orca spokening underscore and the mnemonic letter.
I see this issue with GNOME3 fallback session with indicator-applet-complete.
