avconv fails to copy stream : Application provided invalid, non monotonically increasing dts to muxer : av_interleaved_write_frame(): Invalid argument

Bug Description

On some video files, avconv fails to copy the video stream. It fails with the following error message :
[mp4 @ 0x8cb340] Application provided invalid, non monotonically increasing dts to muxer in stream 1: 25207 >= 25207
av_interleaved_write_frame(): Invalid argument

The attached file is in h.264 format, but I also had the same error with another file encoded with webm (vp8 video codec).
I'm using Ubuntu Precise 12.04 alpha 2 (amd64) with all updates. libav* packages are in version 4:0.8-1ubuntu2

The attached file can be read correctly both with Totem and VLC.

The same command-line with ffmpeg fails with the same error.
The same command-line with ffmpeg on Lucid (10.04.4 with all updates) works without error

In case it would help : the attached file has been generated with VLC (2.0 RC) from an analogic source
