@rst foo.txt should generate foo.txt

Bug Description

I'm trying to generate rst from leo outline without using auto-rst (i.e. the restructuredtext is the final publishing format, but I do all the editing in leo).

What I'd like to do is just create @rst foo.txt, the subtree, and just execure alt-x rst3. This doesn't work, I have to add something like this from the docs:

@ @rst-options
call_docutils=False
code_mode=False
stylesheet_path=..\doc
write_intermediate_file=True
@c

And also change it to @rst foo.html

This is pretty messy and unmemorable. For the case where I just want a rst file (and not do any rendering), I shouldn't need to do anything special.

I'm not sure this can be fixed without impacting existing outlines. I'll look into this.
