Does not respect submit branch

Bug Description
Although I have a submit branch configured, when I run "lbox propose", it errors with "Failed to load focus series..."
$ lbox propose
error: Failed to load focus series for "charms": resource not found
$ bzr info

Indeed, it doesn't take the submit branch in consideration yet. This should be fixed.
