Codehosting ssh tier can permit backends to hang around indefinitely

Bug Description

The SSH server currently HUPs child processes when the client connection goes away. It should also install a timeout that kills the process if it does not die of natural causes.

As a tangent, we might be able to use wait4 to get more information about the process that we can use for server tuning.

Possibly related to bug 260171.

Also related to the bug in bzr about being able to be told to shut down after the active verb completes. I don't have the number handy.

I don't recall the last time we had a stale backend issue, dropping this to low.
