Bug Description

This is a feature request from Manish Sinha, and I would find it useful myself. Currently if you go to https://launchpad.net/+apidoc, there's a list of links to the different versions of the web service. It would be useful to serve an analogous JSON document at https://api.launchpad.net/. Clients would be able to see which web service versions are currently published, give useful error messages if someone specifies a nonexistent version, etc.

I'm triaging this low, but it sounds easy. If it can be squeezed in soon and for about half a day or less, go for it.
