Every resource that supports GET should also support HEAD

Even if we just make a GET request and then throw away the body. However, in some cases we should be able to do better; the major stumbling block is calculating the Last-Modified and/or ETag headers.

The rationale is that a client should be able to get the metadata about a resource without also getting the full state of the resource.
