configure snap to hold refreshing indefinitely

Bug Description

With the recent update for snapd[0], it now support to configure not to update at all.

$ snap refresh --hold
Auto-refresh of all snaps held indefinitely.

It would be nice to be able to configure this from the charm.
For example:

juju config anbox-lxd snap_refresh=hold

We use https://git.launchpad.net/layer-snap for all snap management in our charms and it would be actually a feature which needs to be implemented there and our charms will just follow.
