Bug Description

Buglet: getting spurious log entries when calling snap.install() either on first install or refreshes:

ERROR could not download resource: HTTP request failed: resource#grafana/grafana not found

The actual install/refresh works fine, afaict the log message is just from probing a non-existent resource. When calling from an action this also seems to be printed to stderr.

It would be good to get rid of that ERROR in the log and on stderr as it's misleading.
