Bug Description

A board in this state would just run health check jobs over and over again so that we can assess its flakiness without risking 'real' jobs.

My current thought is that getting into and out of this state would be an entirely manual process (probably using the admin interface).

would be nice to have a timeout or notification or something. I could easily see a situation where someone starts a board looping and forgets. I like the idea a lot though
