enable dogfood apache site & clean up other apache configs

Bug Description

Hi,

I've created an apache config for the dogfood LAVA instance in /etc/apache/sites-available/dogfood.validation.linaro.org

Could someone please review that, enable it and graceful apache? There's no dogfood instance yet, but that's OK for now.

While you're there, it would be good to try to understand why we have so many apache sites. For both staging and production we have both symlinks to the auto generated config inside the instance and a separate config file. AFAICT, the separate ones are the ones that are being used. Is having lava-deployment-tool attempt to create apache configs for the sites not actually useful? Or should we try to consolidate on the instance copies?
