filtering feature not available for dashboard

Bug Description

Test for all the historical builds also get displayed in the dashboard. We need a feature to selectively display the relavant tests for the build. Currently we can do it using the filters but the layout of filters is not as convenient as the dasbhoard. We have test names listed at the top of each column which widen the columns unevenly in filters making it inconvenient to browse through. It would be good to have filter kind of feature on dashboard or make the filters more aligned to the dashboard UI.

Currently, the filter only support attribute "Name == Value" query.
The modification add an "Equation" field (i.e. Name <= Value , Name == Value , Name >= Value) to make it more flexible.
