Booting back to master in wg class fails

Bug Description

Something odd is happening when booting back into the master image:

If you notice, it seems to be issuing the test boot command config, even though it is clearly stating that it's trying to boot the master and looking for the master shell prompt.

Yeah it looks like it is yet another "there is another boot device option"

Hmmm. 0.7.1 firmware and the new hwpacks should result in the same boot
options.

All the boards have been updated and the issue is observed only on the board in staging?

The issue is observed on other boards. Latest LSK image submitted, hasn't booted because of this issue:

It says it can't find the dtb. Has the dtb name changed from "juno.dtb" in OE images?

The "5" it sends is coming from the test boot commands - it's not using boot_cmds_master, because that sends a "4"
