Bug Description
The vm-rtsm_ve-armv8 fastmodels are failing their health checks as they are unable to bring up eth0:

The DHCP request never returns and eventually the dispatcher shows:

As there was some networking changes recently to fastmodel devices, I have assigned to Yonqin to look at.
