TC2 boards sometimes fail to intercept bootloader

Bug Description

Found a job which seemed to be having problems intercepting the bootloader to choose the android image on tc2-01

An example is http://validation.linaro.org/lava-server/scheduler/job/58721/log_file

The logs start to get interesting after 2013-06-18 10:06:18

The first attempt successfully intercepts the bootloader and chooses the right bootloader option but the boot fails in the kernel. The second attempt blows up at _enter_bootloader in dispatcher because it times out waiting for the bootloader prompt that it never gets.

My gut feeling is that this is something to do with the changes for _enter_bootloader that landed last week. I'll take 10 minutes to look at it this morning.

OK - took a look at the dispatcher and diffs going back a couple of weeks, and I really can't see anything obvious. This needs a local dispatcher setup to debug. I'd say this was critical and will mark it as such.
