use zsync to make downloading images way faster

Bug Description

We already make zsync files to enable people to download daily images more quickly (e.g. http://snapshots.linaro.org/precise/pre-built/lt-panda/238/) -- it would be great for the dispatcher to take advantage of this too. We'd need to keep at least one image of each 'kind' around for zsync to do it's magic -- I'm not completely sure how that would work at this point.

Guess the first thing we could check is if using zsync would actually make the download step faster. After comparing the outcome, we can decide what to do and how to get it implemented.
