lava installation requires access to internet sites

It is currently impossible to install lava if you cannot connect to random sites on the internet, for example pypi.python.org and djangoproject.com. We should be able to support installation from alternate package indexes at least, which would allow people to work around this more easily.

Sure.

The underlying Python tools already support this kind of stuff (I played
with this myself in during the blackout last week when I had no internet
access), so it should be easy to add on l-d-t

I couldn't work on this yet. I'll take a couple of days to go over my bugs in the next days and hopefully I'll be able to do something about this one.

actually this is being worked on in several fronts (e.g. with redesign of the release process), but there is not a single thing that we can do in the short term to fix this. So I'm downgrading this to medium.
