Bug Description

As per the following lines in linaro-python-dashboard-bundle we must have decimal values in measurement:

http://bazaar.launchpad.net/~linaro-validation/linaro-python-dashboard-bundle/trunk/view/head:/linaro_dashboard_bundle/io.py#L123

This bug is created to be consistent with code available in lava-test-shell.

See https://bugs.launchpad.net/lava-dispatcher/+bug/1163661 for further details.

This isn't a lava-dispatcher bug. Hence marking it as "Wont Fix" will report elsewhere. Apologies for the noise!
