Can't tell if a ppa is deleted or not on the API

Bug Description

Launchpadlib cannot tell if a PPA has been deleted or disabled and so if i find a ppa with launchpadlib that has been deleted, and i use dput to try to upload a package, it will fail if the PPA is deleted, but launchpadlib doesn't know that.

I don't know if this is true; tossing to Soyuz for confirmation or correctness, and probably remediation unless Soyuz needs a new feature.

Yeah it's the status field missing on the archive API. Trivial to fix.

Shouldn't the PPA just 404 if it has been deleted, and also not show up in collections like Person.ppas?

Well, we don't truely have ppa deletions, and given some assumptions
around ppa url changing and ppa url reuse, its not clear that we can.
It may be time to revisit those questions [not all ppas are equally
important / equally used].
