change the default timeout to some reasonable value

Bug Description

Currently the default timeout for http actions in launchpadlib is None, which means that a request made by launchpadlib will never time out. Over this weekend staging.launchpad.net was down and "None" as timeout caused my scripts waiting for a response for ever. I think this show that changing the default timeout to some reasonable value might make sense.

When launchpad is up, the server-side has a default timeout for request.

If Launchpad was down, it's weird that your script hanged. It should have failed with a Connection error.

Anyhow, I think it's sane to put such a default time out.
