Bug Description
With the combo loader enabled we have a brief flash in the submit button UI for searching for dupes. This delay causes the "Continue" button to take a visible amount of time to get replaced by "Next" by the filebug_
We need to find the original reason for the rename, see if the rest of the changes there are required any longer, and try to keep a consistant UI to the user without flashing name changes.
