Login to deactivated account is possible

Bug Description

By deactivating your account, you give up the ability to log into Launchpad, and you will not receive any further emails from us.

Challenge accepted!

1. Dactivate account @ https://staging.launchpad.net/~test-kv/+deactivate-account
2. You are logged out with "Your account has been deactivated." message
3. Click login, re-login with SSO

Expected results:
Since I am told I can't login, I should not be able to.

Actual results:
Logged in and can continue using https://staging.launchpad.net/~test-kv-deactivatedaccount account

The documentation on +deactivate-account is clearer now. I have another branch in progress to add a confirmation step to reactivation rather than just doing it as soon as you approach Launchpad from SSO; but I think simply not misleadingly telling people they can't log in is enough to close this bug.
