Two bug comments appear in the wrong order

Bug Description
In bug 39464, the last two comments are in the wrong order: Corey Burger's question "Shall I open another bug" appears *after* Mark's reply to that same question.
According to the e-mail notifications I received:
* Corey's comment was made at 9.48pm GMT, and I received it at 9.56pm
* Mark's reply was supposedly made at 9.15pm GMT (33 minutes earlier), but I didn't receive it until 10.24pm.
Perhaps Launchpad is trusting the Date: header in e-mailed bug comments, instead of going by the time when it actually received the message?
