blueprints for xorg fileable but not visible on launchpad xorg

Bug Description

I have by accident filed a blueprint to xorg server:
https://blueprints.launchpad.net/xorg-server/+spec/improved-xorg-stacktracing

The problem is at:
https://blueprints.launchpad.net/xorg-server

where the blueprint is not shown, only the message:
"Launchpad does not know how X.Org X server tracks feature planning or documentation."

So,when it is decided by a project not to track feature planning on launchpad it should also not be possible to any user to file blueprints in this launchpad project.

Forget about:

"There should also be the possibility to move a blueprint from an accidently filed project to a more common project. Here it would be a move from xorg server blueprints to Ubuntu blueprints."

I have fould the option for doing this.

This is the same problem that was was fixed for bugs and questions a few months ago. The field needs a vocabulary of pillars that use blueprints and the picker will us it so that users cannot create data that no one will use.
