Lowering this to low because this looks like a feature request. The librarian must be setup to handle mime-types and we only add support for those demonstrated can safely be set. Lp does not set rules for ogg or mp4 so I do not expect an exception for webm. I suspect the issue is web is new and Lucid does not know about it; launchpad does not know about any video types. Lp will upgrade to 12.04 in a few months and this issue might be fixed then.
