Require confirmation when translation is (accidentally?) identical to original string

Bug Description

Marco Rodrigues reports that sometimes translators accidentally enter the original English text as the translation for a string.

A nice touch would be to require a translator to submit such a translation twice (carrying the item over from within its original page of ten strings to the subsequent page), with a warning something like "Are you sure the XYZ is identical to the English?"

So that (for example) translators into UK English aren't battered by warnings, this confirmation should be done only if the language being translated into is not a variety of English.
