Bug Description
Launchpad should show a warning when you are trying to mark a public bug as a duplicate of a private bug. In some cases this might be necessary, but most of the time this should be done the other way, marking the private as duplicate of the public. This because if the public reporter is not part of the private team, it won't be able to follow the status of the bug.
This has happened to me a lot because I don't realize the master bug is private until it is pointed out by the public reporter. A warning might solve this without much effort.

I agree a warn should appear. I frequently repport a bug that wasn’t appearing in the bug list as it was private, my bug then declared a duplicate.
Note that Apport retracing service (apport) automatically merges such duplicates without checking if the master one is private or not. This is particularly annoying, especially when it writes “Please look at the other bug report to see if there is any missing information that you can provide, or to see if there is a workaround for the bug. ”. I guess this other problem should not be reported there (but in the apport page), but as apport is a bot and not a part of Launchpad itself, I’m afraid I do not know where to repport it…
