Bug Description

The privacy and security bools will be replaced with the InformationVisibilityPolicy enum to describe the kind of information is in the bug or branch and determine if a sharing policy is involved.

We want to add information_visibility_policy to the bug and branch schema. Though the default should be Public, this will need to be populated with a garbo job before the constrain is added.
