Bug Description
The heat_last_updated column on the Bug table can be dropped, as we are no longer recalculating bug heat regularly (and if we do again in the future, this timestamp should be stored elsewhere to avoid bloating the Bug table and indexes).
Landing this fix needs to wait until all the Bug heat has been recalculated ("SELECT COUNT(*) FROM bug WHERE heat_last_updated < '2012-02-13'" returns 0).
