Reviews listing should list new activity since {}, not comment counts

Bug Description
Currently, the list of merge proposals for a project provides:
* source and destination branch names
* Request author
* Request date
* Size of the proposal diff
* Summary of review states (a count of each review category)
* The number of comments in the proposal's thread
The latter is pretty much pointless, and a much more useful information would be a note of activity since the developer browsing the list either last read the proposal's page or (if it's too expensive) last acted on it (added a comment or a proposal of some sort).
"Activity" would be any of new comments, new reviews, new revisions (pushed to the linked branch) or edition (of the description field).
This would provide a quick overview of which proposals may need attention, especially as launchpad does not send notifications of new commits pushed to a proposal's branch.
