No obvious location listing all "active" merge proposals (including WIP ones)

Bug Description

Merge proposals can be nice tools for asynchronous design discussions or collaborative work (for more on this idea, see the "How GitHub Uses GitHub to Build GitHub" by Zach Holman[0], that is how Github uses their "pull requests" internally).

Sadly, the "default" listing for merge proposals (+activereviews) does not list "work in progress" proposals and the other easily available list (+merges) generally loses them in a sea of merged and rejected proposals.

The default page from the branches list should also have WIP reviews, or should be configurable to list WIP reviews as well as "needs review" ones in the project's adminstration panel.

There are a number of related bugs (support for drive-to-zero in merge proposals, relevance based listing ...) but none are direct duplicates of this. Thanks for reporting the issue.

Currently, not showing WIP is currently deliberate but allowing folk interested in that to find it would let them use LP as they wish.
