I'm tentatively tagging this regression; if it turns out to be a browser changing breaking us, it won't be a regression.

I don't use tags much, but this bug has existed for as long as I can remember. I thought I had reported it, or seen it reported, months ago but I could not find it yesterday. (Perhaps it was moved to lazr-js? Bug 383918 and bug 320075 look similar.)

I've been using tags very heavily for the last year, and it was not
happening before I went on leave in December.

This is not a regression. The feature always required two-enters. The first enter ends the autocomplete phase (which may not even be visible -- why is it engaged if it is not visible?). the second enter ends the edit.
