Bug Description

It is impossible for the project owner (nor anyone else) to change it's human readable url (e.g. "launchpad.net/cinnamon") to something else in case of project renaming, typo at the initial screens or for whatever reason the project needs to be renamed. This is suboptimal for both parties.

Users cannot rename projects, distributions, or project groups because because the action breaks in bound links. But, are there inbound links? 55% of registered projects fail because they fail to produce anything that another site would link to or user bookmark. New project might have nothing of interest for several weeks.

This issue relates to bug 721444. If Lp could identify if the project is used by one community and has no value, maintainers can change the name (Launchpad-Id).

Lp could have a probation concept for projects, permitting any project to be renamed if it is less that n days old, perhaps 30 days.
