Add DistroSeries.getDifferencesTo parent_version_higher parameter

Bug Description

DistroSeries.getDifferencesTo has a child_version_higher parameter. It would be nice if it also had a parent_version_higher parameter; this would speed up the Ubuntu auto-sync script quite a bit, since it wouldn't have to iterate over all the differences where the Ubuntu version is newer than the Debian version.

(I know about the status parameter; unfortunately it doesn't always seem to be entirely accurate, and "Blacklisted current version" sometimes appears to include things that I might reasonably want to auto-sync, so I can't currently just ask for differences without that status.)
