Bug Description

Excluding conjoined bug tasks is not currently supported for ProjectGroupMilestoneTag.bugtasks.

This bug can become a part of a more general change described here: https://dev.launchpad.net/LEP/OnlySeriesTasks

If the concept of excluding conjoined task will be removed, then the only thing to do here is removing the conditions and the guards (in lib/lp/bugs/model/bugtask.py) used to make sure those bug tasks are never excluded when using ProjectGroupMilestoneTag.
