Need to be able to set ownership and permissions on codehosting lp-serve socket file

Bug Description

Per RT#41791 we need to be able to set the ownership (specifically group ownership) and permissions on the codehosting lp-serve socket file so that we can have it be 0660 $codehosting_user:nagios to allow the nagios plugin to connect to the socket and confirm the process is working as expected. I don't think we'd want to hard-code the group to be nagios, as this may not exist on developer machines, but we need to be able to set that on production.

Please update/reply to RT#41791 when this bug is resolved, as I'll mark it incomplete in the meantime.
