automatically disable recipe builds after X failed attempts

Bug Description

It is currently too easy for users to set up recipe builds that don't actually work - but will still be retried every day. This wastes build farm resources unnecessarily.

It would be nice to automatically change recipes that have failed X times back to "Build on request"; it should be easy enough for the user to set it back to "Build daily" once they have fixed the recipe.

There's already some logic in the buildd-manager to do generic failure counting, it could be expanded for automatic job retries.

My project is windows only and I am constantly trying to police recipes created by new users. It would be nice if this were something that could be administered by the project owner or branch owner. If a user wants to create their own branch and make recipes from that, fine. It disassociates the failed builds from the project.
