Cannot restrict getPublishedBinaries results by series

Bug Description

getPublishedBinaries has no parameter for restricting its results by distroseries. The only way to do so is to search once for each distro_arch_series of a series and then combine the results.

That should be pretty easy to whip up. Also consider doing the date limiting thing bug 774259 would benefit from at the same time.
