Bug Description

The attached diff will trigger the problem.

See storm.tracer.TimeoutTracer.connection_raw_execute() for the reason (last_remaining_time is 0, so it sets statement_timeout to remaining_time, which is a figure calculated each time a statement is executed).

Fwiw, I don't mean that TimeoutTracer is the *problem*. The problem is
the test.
