Approved but unimported template appears as empty

We create a POTemplate when it is first approved for import. Until the import has succeeded, it shows up as containing zero messages.

I just had a report from a user who found this confusing; we could at least show a message along the lines of “this template contains no messages; it may not have been imported yet.”

The logical place for that would seem to be on the translation pages, perhaps to replace the “There are no messages that match this filtering.” (But only if the POTemplate has no messages at all, of course).
